SOLID WASTE SCREENING CHECKLIST.  
Is the site storing any materials or items which cannot be used for its original, intended purpose ?  If yes, the material is considered solid waste  
Is the site storing any materials or items which they have elected to dispose of, even though this material or item can still be used for its original, intended purpose ?  If yes, the material is considered solid waste.  
If solid waste is on site, where did it come from and how long has it been stored?  If the waste was accepted from off-site and is being stored or transferred or processed or disposed of,  the site is considered an illegal solid waste facility and is subject to solid waste regulation.  If the waste was generated on-site, they are allowed to store the waste on site for up to six (6) months. If the period of storage exceeds six months, the site is determined to be operating an illegal solid waste facility.  If, during the (6) month period, it is observed that the storage is causing environmental/health problems (leachate and /or uncontrolled runoff, odors, vermin, etc.)  the site can be required to either store the waste in containers or immediately remove said waste.  
Has the facility identified to you that their generated waste is recyclable?  If so, is the waste source-separated at the point of generation (no other waste materials mixed in)?,  and is it sent to a Department approved recycling center ?, and has it been stored for less than 6 months ?.  If the answer to any of these questions is "NO", the waste is not considered a recyclable by regulation and is considered a solid waste.  
Does the facility generate food waste? If so, any source separated food waste which is fed to livestock is exempt from solid waste requirements provided the site where the waste is going to has approval from the Department of Agriculture and the food waste has de minimis levels of non-edible residue.  
Does the facility transport their own waste either onto or off site?  If so, they are subject to transporter registration.
