CLOSED LANDFILL INSPECTION REQUIREMENTS.  
Date of Closure?  
Closure Plan Required?  Note: if the facility closed prior to 1982, a formal closure plan is not necessarily required.  If the facility closed in 1982 or after , a formal plan is required.  
Closure Plan Submitted?  
No person shall construct or operate a sanitary landfill without an approval from the department of a Closure and Post-Closure Plan. Such Plan shall consist of both a Closure and Post-Closure Care Plan and a Closure and Post-Closure Financial Plan .... [N.J.A.C. 7:26-2A.9(d)1]  
Did owner or operator of a sanitary landfill notify the Department in writing of his intention to suspend or terminate operations at that landfill at least 10 days prior to the date of suspension of operations; and at least 180 days prior to the date of termination of operations?. [N.J.A.C. 7:26-2A.9(c)2]  
Did the existing landfill in operation after January 1, 1982 submit the Closure and Post-Closure Plan for approval by the department?. [N.J.A.C. 7:26-2A.9(d)3]  
Closure Plan Status?  
CLOSURE AND POST-CLOSURE CARE REQUIREMENTS.  
Was sanitary landfill closed under the provisions of this section maintained in accordance with the approved Closure and Post-Closure Plan and remain in compliance with all regulations of this subchapter?. [N.J.A.C. 7:26-2A.9(d)8]  
Was a copy of the approved Closure and Post-Closure Plan kept on file at the sanitary landfill during the course of the sanitary landfill's operation and, after closure, filed with the municipal clerk?. [N.J.A.C. 7:26-2A.9(d)9]  
Did the owner and/or operator comply with the escrow requirements found at N.J.A.C. 7:26-2A.9(g)?. [N.J.A.C. 7:26-2A.9(g)]  
GENERAL OBSERVATIONS.  
Landfill being used for any purpose?  
Cover material being maintained?  
Site secured from illegal dumping?  
Has any disruption of the cover or excavation of waste occurred at the site without DSWM approval?  
Was written approval obtained prior to disruption of the landfill? . [N.J.A.C. 7:26-2A.8(j)1]  
Have any buildings or other structures been constructed on the landfill without DSWM  approval?  
Are monitoring wells, gas vents, or other environmental improvements at the landfill maintained?  
Are any odors emanating from the landfill detected off-site in any area of human use or occupancy?  
Is any leachate detected at the landfill discharging into surface waters, or posing a health threat through contact exposure by individuals utilizing the site?  
Has the grading of the site been maintained to prevent the ponding of water?  
What are the surrounding land uses?
