If an owner/operator of a stationary source has at least the threshold quantity of an Extraordinarily Hazardous Substance (EHS) in a process, has the owner/operator submitted a Risk Management Plan (RMP) to the Department to register all EHSs no later than the date on which an EHS was first present above a threshold quantity in the process?  (NOTE: TCPA EHSs and their threshold quantities are listed at N.J.A.C. 7:31-6.3.)  [N.J.A.C. 7:31-7.1(a)]. [40 CFR  68.150(b)(3)]  
O/o submits the first RMP no later than the date on which a regulated substance is first present at or above a threshold quantity at the facility. [N.J.A.C. 7:31-7.1(c)7]. [40 CFR  68.150(b)(3)]
