Environmental Permitting Dashboard

In conjunction with the permitting standardization process, the four reports represented as the DashBoard chart milestones in the permitting process as well as progress for Air pre-construction permits and Water Quality treatment works approvals.  The milestones used are the 12 standard tasks, which were agreed to by the respective programs, and have been mapped to existing default and non-default tasks currently used in NJEMS.

 

The standard tasks are:

 

·         Receive Application

·         Start Administrative Review

·         Send Notice of Administrative Deficiency (NAD)

·         Receive Response to NAD

·         End Administrative Review

·         Start Technical Review

·         Send Notice of Technical Deficiency (NTD)

·         Receive Response to NTD

·         End Technical Review

·         Start Public Input

·         End Public Input

·         Issue Final Decision (Approved, Denied, Withdrawn, Returned)

Dashboard Definitions

 

(days received through completion) – (days waiting for NAD/NTD responses)

Example:

 (105) – (25 + 15) = 65 days

65 days < 90 days

Therefore: On-Time

 

Dashboard Descriptions

Permit Workload Chart

This chart and table provides a snapshot of a program’s workload. It analyzes the number of applications In-Process vs. Backlogged each month.  It also analyzes the number of applications Received vs. Completed each month. Lastly, it displays the number of deficiencies sent each month.

 

In addition to the chart, the Workload Details display each permit activity that is represented in the chart.

 

Number of  Pending Permit Applications Chart

This chart and table identifies the number of permit applications in each stage of the permitting review process.  This chart only considers applications that do not have a final permit decision and are in various stages of the permitting process as outlined by the standard permitting tasks.  Please note, “Pending NAD Response” and “Pending NTD Response” may also be included in the counts for other stages.

Or, End Technical Review standard task has been completed, End Public Input standard task has been completed, and the permit meets the definition of In Process.

 

In addition to the chart, the Pending Permit Details display each permit activity that is represented in the chart.

 

Median Chart

This chart and table identifies the median time that was required by DEP to make a final permit decision during a specific month.  The data is categorized by permit type or permit level and the days allotted are specific to that permit type/level.  The days allotted in most cases represents the published time which DEP must make a final permit decision.
